Revolutionizing Blade Disposal
For Government & OEMs: Partners in Solving Wind Energy's End-of-Life Challenge
Government agencies need a credentialed, compliant contractor. OEMs need a trusted recycling partner. Both need documentation that holds up to scrutiny. WBCS was built to serve all three needs simultaneously — and our SDVOSB status means working with us carries advantages that working with anyone else simply cannot.
A Contractor Built for Government Work.
Wind turbine blade disposal is no longer a future problem for government agencies — it is an active, documented, and in many cases litigated challenge right now. From federal DOE remediation priorities to state DOT right-of-way blade stockpiles to EPA enforcement actions at abandoned sites, government agencies at every level are looking for a credentialed, capable contractor they can put under contract with confidence.
WBCS is that contractor.
As a certified Service-Disabled Veteran-Owned Small Business, WBCS brings structural advantages to government procurement that no large recycling company or non-veteran competitor can match:
SDVOSB Set-Aside Eligibility
The federal government aims to award at least 5% of all federal contracting dollars to SDVOSBs each fiscal year. The National Defense Authorization Act for FY2024 increased the federal spending goal for SDVOSBs from 3% to 5% of all prime and subcontract dollars — a 67% increase in targeted opportunities, pushing the annual target to over $31 billion. Contracting officers at federal agencies can restrict competition to SDVOSB concerns — meaning WBCS can be awarded contracts through a set-aside process that excludes larger competitors entirely. For agencies with SDVOSB procurement goals to meet, WBCS is a natural fit.
Sole-Source Award Eligibility
For qualifying procurements, contracting officers may award sole-source contracts directly to WBCS without competitive bidding — streamlining the procurement process significantly for agencies with urgent remediation timelines.
Contract Vehicles Supported
WBCS supports the following federal contract structures:
— Indefinite Delivery / Indefinite Quantity (IDIQ) — Master Service Agreements (MSA) with task orders — Firm Fixed Price (FFP) contracts — Cost-Share agreements (DOE WETO / SBIR structures) — State agency and DOT procurement contracts
Agencies We Serve.
WBCS’s services are relevant to the following federal and state agencies — and we actively pursue partnerships with each:
Department of Energy (DOE) / Wind Energy Technologies Office (WETO) — blade disposal and recycling technology deployment aligned with DOE’s $20M+ recycling initiative.
Environmental Protection Agency (EPA) — remediation contractor for abandoned blade sites under active enforcement, including Region 6 (Dallas) and Region 10 (Seattle).
U.S. Department of Agriculture (USDA) Rural Development — rural community economic development and waste remediation in qualifying communities.
State Departments of Transportation — right-of-way and public land blade remediation contracts.
State Energy Offices — state-level blade disposal programs and clean energy waste management initiatives.
